Access to Admin only who can be a committee member, office bearer or a customised user.
Such notices can be posted to all the members of the society and customised as well for eg. Only owner, only tenant, committee members, or a particular building in the society.

Flat owners can track only the complaints added by them and the status. They cannot view complaints raised by other flat owners
Only the Admin and office bearers have rights to assign the complaints thus raised to other members of the society to solve.
